If you remove the RJ11 cord from the modem does the call still get answered
?  If it does then you know it's not the modem.  If it does not, try
connecting an analog phone to the same line at the same time... Can you hear
it ring when you call and stop when the modem answers ?  What does Minicom
say when you call in this configuration (HylaFAX must be unloaded during
this test) ?
