With Lee Howard's help, this issue has been solved. I thank him for all 
of his time and help.

The issue for was not the software, hardware, or anything other than me 
turning off the ECM for the fax modem in the hylafax configuration. With 
the ECM off, I get solid black tiff files because any error in the 
transmission of the fax basically brakes the file for many windows based 
tiff viewer programs. With ECM back on, everything comes through crystal 
clear once again.

My hats off to Lee for all of his time and attention to the matter.
