In theory you should be able to drive your B1 with Asterisk (I think 
there's a CAPI channel driver).  Then you'd be able to use IAXmodem to 
interface with HylaFAX.

It's a steep learning curve, probably... and certainly a lot of work 
comparatively, but it should get the job done.
