Your problem here has nothing to do with t38, it's just that your
system cannot convert pdf to ps.
Yesterday you had a similar problem with ascii to ps.

So,
is ghostscript installed?
do you have a /var/spool/hylafax/bin/pdf2fax file on your system?
have you run faxsetup?

if you do
# cd /var/spool/hylafax
# bin/pdf2fax -o /tmp/1.tif    /path/to/file.pdf

do you get any error?
is /tmp/1.tif created and is a readable tif file?
