Thank you for your great advice, I've got my hylafax work on my Macmini!
Now I can receive and send fax from and to Macmini.

So summary is,
Install hylafax along the document on hylafax.org(but there was a slight
wrong description on it when making StartupItem Directory. It's mode  
should
be 755, not 775), then run faxsetup and faxaddmodem and faxmodem.
After running those, edit the config.tty.usbmodem and comment out
almost of all modem command settings except:

> ModemFlowControl:    rtscts
> ModemSetupDCDCmd:    AT&C1
> ModemSetupDTRCmd:    AT&D3

Then restart the mac. That'll be fine.
But why do you think it's effective?

The "no local dialtone" problem was simple. The modem was broken...
I was so depressed...
