I'm not sure I understand.  You said faxgetty wasn't recognizing
*incmoing* callerid on faxes.  This was because with RingsBeforeAnswer
set to 1, faxgetty was answering the call before callerid was coming it:

But now you show a log of *sending* getting NO CARRIER.
RingsBeforeAnswer doesn't affect how faxsend places calls at all.

RingsBeforeAnswer only affects how man "RING" message faxgetty waits for
before sending its ModemAnswerCmd to the modem.  It's during this
"waiting" period that it collects the callerid.  This setting doesn't
affect sending at all.
