as Uwe already explained, there is a service indicator field in European ISDN to distinguish between different device types.

In theory every device should send the correct code to allow specific routing at the receiving end. But there are two problems:
Analog lines cannot send the service indicator.
There is a lot of misconfigured ISDN PBX which send wrong service indicator codes.


If the owner of this fax destination really wants to use the same phone number for voice and FAX and tries to route the calls according to their service indicator field, he will get problems with some (or many) fax machines in Europe as well.
