The version you are using supports server side pdf conversion, so it
may be normal to have ps or tiff or pdf files in docq.

To debug, edit /var/spool/hylafax/bin/pdf2fax, adding as 2nd and 3rd
lines  the following
set -x
exec 1>/tmp/mylog 2>&1

then send a PDF doc to be faxed, then look at /tmp/mylog to see what's
happened in detail.
