And *here's* the problem.  A 4.5 second silence period will mess up 
almost any fax.

What's happening is that we go to look for the v.29 TCF carrier and 
don't find it.  Instead of telling us +FCERROR it just stares at us 
blankly... probably because it encountered silence and was confused by 
it... or by some disconnect noise generated by the remote dropping its 
V.21 carrier.  In any case, we can probably eliminate this problem by 
explicitly looking for the requisite silence before TCF.  This is the 
point of Class1TCFRecvHack in 4.1.3.  Try using that and see if it 
helps.  Hopefully it doesn't screw anything else up.
