I agree with Lee, get some hardware modems. I don't know how many you can
fit into a system, I guess a lot depends if Linux can handle two serial
ports sharing an IRQ. If you check out ebay, you can get a real hardware
modem for ~$30. I see a lot of sellers that have a bunch to sell, so you
could probably work out a good deal.
