Also, I found it is trying to locate the path..., because when I changed the following parameter, the error shown my changes too.

DIR_BIN=gs                      # directory for client applications

If I changed this setting to this..

DIR_BIN=/usr/bin/gs                      # directory for client applications

the FATAL ERROR: message changed to this immediately.

FATAL ERROR: /usr/bin/gs does not exist or is not a directory!

But I have this folder in my Ubuntu, if I typed ls /gs, I can see the following 7 files there.

faxalter
faxcover
faxmail
faxrm
faxstat
sendfax
sendpage

In what context do these error messages appear?
