On HylaFAX+ RPM installations (and as far as I recall, hylafax.org RPM 
installations as well) faxgetty is not started via the init-script and 
is not automatically added to /etc/inittab or any startup file... the 
administrator is required to do that as part of the set-up and 
configuration.  (Whether or not that's the way it *should* be is 
debatable, but that's the way it is.)

If you look at the HOWTO here under 2.2.5:

... you'll see an example of how to install faxgetty into a system using 
upstart (like Fedora 9).
