Just an update...I have been doing some more poking at this and managed to install Hylafax by using the "--nodeps" switch.
Next I try to run faxsetup and now I am getting "FATAL ERROR: /usr/bin/tiffcp does not exist..."  Ok, so thanks to Hylafax intuitive help I tried to run faxsetup using the "-with-TIFFBIN=" switch and specified the path to tiffcp (in case it is relevant I have the value of the path set to /usr/local/tiff-3.8.2/tools/tiffcp).  As best as I can tell the permissions on all the folders have rwx but I am still getting the same fatal error message, only now with the path I specified to the tiffcp.
