HylaFAX+ has a "timeofday" feature available - sendfax can use it with 
the -a option using "@" (see 'man sendfax' or 
http://hylafax.sourceforge.net/man/sendfax.php ) - that will let you do 
this.  It's also available via JobControl.

Just make sure that your killtime is adequate.

This is what job priorites are for.  Make sure that you submit bulk jobs 
with a "bulk" priority (191).
