The {E146} has been there since 5.1.9.

This is a different problem from the one that Walter Hop reported.  
While the result may be the same, true, the cause is not the same.  The 
PPS signal is constructed properly in your case.

I'll need you to make the same, exact diagnostic steps that Walter did 
and report on them.  See:
