The modem cannot hear fax signalling on the channel.  However, it's 
obvious that there is some sound on the channel as the silence detection 
never completed.

Make a recording of the call and listen to it.  (See the iaxmodem README 
file or the iaxmodem HOWTO.)  If it doesn't make sense to you please 
send the raw files to me, and I'll take a look.
