All of these posts on fax over IP seem to be focusing on what is possible to 
achieve with perfect conditions.

At this point you must ask yourself -

1. How many am I sending out monthly?
2. How important are they?

If you're intending to operate any form of broadcasting service, the answer to 
#2 is "important" because you'd better be clear that your financial success 
relies on those faxes getting through in critical mass.

If your primary driver for SIP is cost, and your quantity of minutes per month 
is reasonable, go back to your telco and get a better price. If they won't 
play ball (and some won't) find another telco. Be ruthless with telcos - 
regardless of what their advertising tries to claim - they're selling a 
commodity - and they know it.

"In the real world" (tm) fax over POTs has enough problems (shared lines, poor 
quality lines, poor quality fax machines), without introducing another 
variable.
