I believe that this is intentional.

Does  "F-4-13-4-0-0" not work?

HylaFAX is not expected to cope with it automatically, no.  Maybe the 
parser could be changed to support ranges, but at the moment it doesn't, 
and you would need to do as you describe in your config, yes.

I don't know.  If it's not able then it seems to be something that we 
ought to be able to fix.
