Mea culpa: I had set DIR_LIBEXEC to that path in config.site. But if the config.site that you supply is meant to indicate that #-listed values are the default, #DIR_LIBEXEC="/usr/lib/fax" should, I think, show as #DIR_LIBEXEC="/usr/local/sbin".
