Okay, so the receiver is getting this page.

The NO CARRIER response after AT+FRH=3 means that the modem heard some carrier of some sort, but at least not V.21 HDLC with frame data, and then it detected that the unknown carrier dropped. This same thing repeats itself over and over in your log.

It seems to me to be a problem with the modem... because if the modem is correct then the receiving machine is in error.

So I'd suggest trying a different modem... and if that doesn't work either, then let's see the session log with that modem being used.
