I expect that you mean run faxqclean via a client. The answer to that is no.

2. is there any command in hfaxd for dealing with /var/spool/hylafax/archive? (i.e.: command for deleting a specified job, command for generating list of archived job, etc)

As the structure of the archive directory is not standardized at all the answer to this is also no.
