No, not over VoIP.  But if you can get your Cisco 2600 to talk T.38 to 
OpenH323's t38modem then yes.

Well, Asterisk and H.323 don't really play nice together, I don't 
think... certainly I would have my reservations about assuming that 
Asterisk supports T.38 well.
