If we trust the modem here, this basically is telling us that the modem 
is hearing a V.21 signal, but that the data it's receiving is corrupted.

The PPS-EOP part of this logging here really is not particularly relevant.

My guess, however, is that it is a manifestation of one of many Linuxant 
bugs that you'll find.
