No, there's not a straight-forward way to do that kind of "job 
moderation".  However, you probably could work something out like this 
using JobControl.  Either JobControl can wait forever while the admin 
goes in and lets it go through, or (if doing that breaks stuff) maybe 
you could use JobControl to assign the job to a dead modem... and then 
the admin comes in and does something to get it to go through.
