Although not ideal your USR 33600 1995 modems should be able to work more than that. So I would strongly suggest that you start looking at the upstream call path.

What kind of phone lines do you have plugged into the modems? Do you have the lines running through a PBX of any kind? Are there other devices attached to the phone lines? If you pick up the line with a voice phone, cancel the dialtone with a digit, do you hear absolute silence, or is there some crackling?
