This is a stupid question, but: have you had the speaker on for these
dials, as a diagnostic approach... *is* there a dialtone?
Cause, if there is, I can only assume -- since you say that Minicom is
happy -- that there's some initstring difference that is making the
modem ignore the dialtone...
