The documentation explains PercentGoodLines quite well, just not in such a 
verbose manner.  If someone really want to understand page rejection and 
such they need to study up on T.30 flowcharts or have them explained.  I 
don't think that's appropriate for the man pages.

You're welcome to write a FAQ any time.
