True. It is unfortunately difficult to write robust software for modems:
the modem manufacturers tend to ship their own software and not test with
others so noncompliant modems are *EXTREMELY* common, and the people who
really understand how to write configuration files to fix wackiness by
manufacturers do not have the modems in hand, and for freeware like
HylaFAX they have day jobs.

I agree! This was part of what PDF was written for, but HP's deliberate
stranglehold on the protocol and lack of cheap PDF editing tools has
crippled the market.

Even a Rockwell like a 14.4 Zoom can work with the configuration
settings for the rockwell modems, despite the undocumented bugs that
Zoom never acknowledged....
