The 4 means the number of characters in BUSY; it is not a code.

Either the called number was engaged, or your PABX generated a tone
that the modem thought was an engaged (busy) tone.  In the latter case,
connect a terminal emulator and try various options until you work out
ones that will allow a successful call, or buy a modem that is compatible
with the PABX.
