Should be ruleset 97 on standard sendmail configurations (I think).  NB
any changes like this make assumptions about the structure of the 
sendmail.cf file.

The description of this version of the process was not well tested because
it was discovered almost immediately that the sendmail.mc configuration
facility has fax mailer support, so the best way to do this is using that.
(These ruleset changes were really written for people who understand
how sendmail.cf works and can adapt them to local usage.)
