Very likely a configuration problem with config.tty*. Some modems
require a Class 0 idle mode to correctly determine incoming call (it's
in the documentation), so your adaptive-answer setup command should
look something like:

	ModemSetupAACmd:    AT+FAA=1+FCLASS=0
