Unspecified Transmit Phase C error (code 40)?

I've been trying to install a GVC class 2 modem for my Solaris 2.4 system for a week now. I've made it to the point where server seems to start up ok, but each sending hangs with "Unspecified Transmit Phase C error (code 40)". The log show the following:
