Unrecognized Transparent data command (code 44)?

I have a new USR Courier. Flexfax works fine with the Courier as a Class1 modem, but with Class2.0 I get this error:

The modem is configured for hardware flow control. The transcript is attached. This is caused by improper DTE-DCE flow control. The modem failed to see the Return To Control (RTC) command from the host and/or the <DLE><ETX> message the punctuates the end of the page data to be sent. You either have flow control misconfigured or the modem does not properly support hardware flow control in Class 2.0.
