HylaFAX (open-source) only expects a tty interface to Class 1 or Class 2 modems.  Other than that it's agnostic with respect to the type of PSTN infrastructure on the other side.  So there is no reason that HylaFAX (open-source) should not be able to support Class 1 or Class 2 modems that are interfaced with a PRI.  In fact, I use PRIs connected to modems run by HylaFAX all the time.
