After answering and sending prologue signals the modem cannot hear any fax tones from the sender.

We gave up. It would seem that the audio quality on the line was too poor for the audio to get through correctly in this case.


Since you're seeing 15-20% error rate it would seem to me that the problem is on your end. Are you using VoIP lines? Have you had your phone lines checked? Have you tried a different type of modem?
