Don't use VoIP as a medium for passing fax audio.  See:

This is saying that the audio quality is too poor for V.29 9600 bps to 
train at that moment.  It's probably a consequence of VoIP distortion.

... this time it worked.  Again, this is merely another indication that 
the audio quality on the connection fluctuates.

VoIP jitter caused the page to be truncated.  Again, not surprising with 
VoIP.
