That would indeed explain it, the GS version is 8.71 What does adding the 2D=no to the config impact on, other than the call to ghostscript? Quality, maybe or transmission time? Probably you have updated ghostscript. The default MaxStripSize had changed from 0 in ghostscript 8.70 to 8192 in ghostscript 8.71. This makes TIFF files created by ghostscript with default settings unusable for fax.
