So, is the proper solution for fax without pots lines going to be t.38
with a provider that supports t.38 ?

Yes. Without POTS you'll need to use the services of someone who does have a PSTN connection. That therefore means that you'll need to use T.38, T.37, or some other web-fax provider.

The ability to interface HylaFAX with these types of services is somewhat limited. The most off-the-shelf approach is to use t38modem with a T.38 SIP provider.

Recognize, however, that by using the fax services of some other party your fax reliability becomes dependent on them and on your connectivity to them.

Thanks,

Lee.
