Examine the logs.  And if you don't know what the logs say then post 
them to this list so that I can explain them.

If disabling ECM allows a fax to get through then it either indicates a 
bug in the ECM code being used or that there is line noise of such poor 
quality and of a unique character that will interfere with ECM but will 
allow the image data to get through legibly.

You can always disable ECM permanently.  But it's the wrong thing to do, 
IMO.
