When you use  RingsBeforeAnswer:  0  then you have a sendonly device.

use  RingsBeforeAnswer:  1  and HylaFAX answer the call

RingsBeforeAnswer
    The number of rings to wait before answering the phone. If this 
value is set to 0, then the phone will only be answered in response 
to an explicit answer command; see faxanswer(8C).
