You're probably not running faxgetty...

You can't trust "running and idle" to be true unless faxgetty is running.

Yep.  You're running faxq and hfaxd but not faxgetty.

Be aware that some packages (i.e. the Debian/Ubuntu package you may have 
been using before) may include faxgetty in its init script.  This is a 
customization made by the package maintainer and is not in the upstream 
scripts... thus the HylaFAX+ init scripts don't start up faxgetty for 
you (the administrator is expected to configure it).
