In theory, yes.


However, many T.38 implementations are quite buggy.

Furthermore, T.38 over SIP+UDP doesn't entirely resolve the "jitter" problem with packet loss since UDP is still being used. (T.38 allows for up to 4 retransmissions of every packet to compensate for UDP packet loss. However, that doesn't guarantee that all 4 packets still won't get dropped.)

For now, if you're looking for *robust* faxing then I would suggest sticking to the PSTN. If you don't mind a few problems and don't mind putting forward some effort in searching out and comparing T.38 implementations, then you may want to try T.38.
