If you use the Debian package "hylafax-server" then the startup script will (try to) keep in sync the files in /etc/hylafax and /var/spool/hylafax/etc.
You are intended to create/modify the file in /etc/hylafax, maybe it will work if you change the file in /var/spool/hylafax/etc but it will fail if you modify both.
(This is because of Debian's policy where config files must be located.)
