That's most probably because the person on the far end is doing it wrong.  At 
least with every combined phone/fax I've ever used, as soon as you hear fax 
tones you are supposed to press the green button on the fax machine first to 
start fax reception, THEN hang up the receiver.

If that really is what they are doing, then you just need to increase the 
timeout before hylafax decides there isn't a fax machine on the end of the 
line.
