We are using FaxModify to call a .jar program that formats the fax. 
Original fax (received via WHFC) has 1 page and formatted fax has 3 pages.
It looks like FaxModify not always being invoked because fax being sent 
has only one unformatted page.

PS. Formating consists of doing a merge with a document in the fax 
server. Every fax to be sent by Hylafax has to be merged with that 2 
pages document.
