FaxModify is invoked after job submission when faxq prepares the 
documents for transmission.  It may only happen once.  But it could 
happen more than once, depending if the documents need reformatting 
after a transmission attempt.  I worry that you're maybe mis-using 
FaxModify.

What are you trying to do with FaxModify?  And why do you believe that 
FaxModify is not being invoked?
