[hylafax-users] routing rules

I want local numbers to go through one phone line and national numbers to go 
through another.

I submit my batch files to sendfax (one number per line) sendfax -z batchfile 
abc.pdf

The national prefix in NZ is '0' followed by either a 3, 4, 6, 7 or 9 
(depending on area) - then the 7 digit phone number.

Example-
My phone number (local) 839 1000 and (national) 09 839 1000.

How can this be done please?
