If you are in runlevel 2 or 3, then there will be two different processes trying to use the modem at the same time. (What runlevel are you in? try # runlevel to find out. Fedora-based systems are usually in runlevel 5 for GUI or 3 for CLI-only, Debian-based systems are usually in runlevel 2.)
