We have a number of customers who deploy our hardware in embedded fax servers. I'm also aware of a number of commercial 'fax appliance' vendors who use Linux for their OS, so it is possible.

One issue you may want to consider is the type of modem you deploy. 'Software' modems are very demanding in terms of processor resources and timing and I'm not aware of any successful deployments in embedded devices that use soft modems.
