Well, the two modem designs that you list are ancient and are not VoIP 
aware.... they are also data modems which requires them to support a 
wide bandwidth.  Some of the latest fax chipsets do try and overcome a 
number of issues associated with VoIP and ADSL deployments.

Given that the fax machine is showing the same symptoms then it's 
probably not modem specific.
